Challenges and Strategies in Managing Inclusive Education for Children with Special Needs in Primary Islamic Schools

Abstrak

Penelitian ini bertujuan untuk mengkaji tantangan dan strategi dalam mengelola pendidikan inklusif bagi anak berkebutuhan khusus di sekolah dasar Islam melalui tinjauan literatur tematik. Dengan menggunakan pendekatan sintesis tematik, penelitian ini secara sistematis menelaah dan menganalisis literatur nasional dan internasional yang telah melalui proses penelaahan sejawat, dengan fokus pada pendidikan inklusif, manajemen sekolah, dan konteks pendidikan Islam. Hasil analisis mengidentifikasi lima tema yang saling berkaitan, yaitu kapasitas guru dan kesiapan pedagogis, kesiapan institusional dan manajemen sekolah, adaptasi kurikulum dan pembelajaran, ketersediaan sumber daya dan sistem dukungan, serta strategi berbasis nilai dan kolaboratif. Temuan menunjukkan bahwa tantangan dalam pendidikan inklusif bersifat sistemik dan tidak terpisah-pisah, sehingga memerlukan respons manajerial yang terkoordinasi, bukan intervensi yang terfragmentasi. Lebih lanjut, tinjauan ini menegaskan bahwa nilai-nilai Islam seperti keadilan (‘adl), kasih sayang (rahmah), dan tanggung jawab kolektif berperan sebagai landasan etis yang dapat memperkuat komitmen kepemimpinan dan menjaga keberlanjutan praktik inklusif. Berdasarkan temuan tersebut, penelitian ini mengusulkan sebuah Kerangka Manajemen Holistik untuk Pendidikan Inklusif di Sekolah Dasar Islam yang mengintegrasikan dimensi pedagogis, institusional, manajerial, dan etis. Penelitian ini berkontribusi pada literatur pendidikan inklusif dengan menawarkan kerangka kerja yang kontekstual untuk mendukung pengelolaan pendidikan inklusif yang efektif dan berkelanjutan dalam pendidikan dasar berbasis keagamaan.
